If only there were an architect around to render an opinion....
This is the architectural equivalent of wearing a skirt and pants at the same time. It might have been fashionable for about 3 months, but outside of that period it's rightfully perceived to be laughable.
I would say the design is misguided and ridiculous, which makes it closer to misunderstood than ugly.
I remember those three months when I wore a skirt and pants fondly.
